Official sources in the higher education sector told The Hindu on Wednesday that UGC Secretary R.K. Chauhan had sent a copy of the latest regulations on teachers’ appointment on June 12, which are being published in the Gazette of India, Part III, Section-4.
The UGC, in its letter to Registrars, said that “NET/SLET shall remain the minimum eligibility condition for recruitment and appointment of lecturers in university/ colleges and institutions.” Only those candidates who have been awarded the Ph. D. degree in compliance with the UGC (minimum standards and procedure for award of Ph. D. degree) Regulation 2009 shall be exempt from the requirement of the minimum eligibility condition of NET/SLET for recruitment, Dr. Chauhan’s letter stated. The UGC also informed the universities the regulations on minimum standards/procedure for award of M. Phil. and Ph. D. degree.
All universities, institutions, deemed to be universities and colleges and institutions of national importance have been asked to lay down the criteria for the faculty to be recognised as research supervisor both for M.Phil. and Ph. D. programmes. Depending on the available eligible faculty supervisors, the universities should decide on a manageable number of M.Phil. and doctoral students.
“A supervisor shall not have at any given point of time more than eight Ph.D. scholars and five M.Phil. scholars,” the UGC letter said.
The number of seats for M.Phil. and Ph.D. programmes should be decided well in advance and notified on the university website or by advertisement.
Theses produced by research students will have to be evaluated by at least two experts, out of which one shall be from outside the State. All details about the University Grants Commission regulations are available on the website www.ugc.ac.in the communication sent to the Registrars said.
